Kim Richards
Executive Director of Strategy and Data Intelligence

Kim Richards has grown her career in Fulton County Schools for nearly 20 years. She began as an elementary school special education teacher and has also served as an analyst and coordinator for program evaluation and accountability. In these roles, Kim supported data analytics and reporting and conducted a variety of district-wide research and evaluation projects around key instructional initiatives such as personalized learning and single-subject acceleration. Most recently, Kim has led the district’s assessment department, supervising the state testing program and advancing the district’s use of assessment data to inform classroom and school-based decision-making.
Kim holds a bachelor’s degree in elementary and special education from the University of Delaware and a Masters’ degree in educational research from Georgia State University. She is currently in the dissertation phase of her PhD studies in Educational Policy, with a concentration in Quantitative Research Methods at Georgia State University. In addition, Kim is an alumna of the Strategic Data Project fellowship with the Center for Policy Education Research at Harvard University, where her capstone project centered on strengthening data strategy in the district by clarifying roles, timelines, and fostering cross-departmental collaboration.
Kim is excited about this new role and remains committed to furthering our district’s commitment to evidence-based practices and collaborative leadership.
