Dr. Rochelle Hinds
Director of Leadership Development
Dr. Rochelle Hinds is a systems focused educational leader dedicated to helping schools move from intention to impact. Her work centers on strengthening instructional practice, building leadership capacity, and aligning organizational systems so that student success is consistent, measurable, and sustainable. She is guided by the belief that schools must do more than deliver instruction, they must build confidence, expand opportunity, and prepare students to lead meaningful lives. She currently provides contracted executive coaching, leadership development, and school transformation support to leaders across New York City Public Schools, where she serves as an Executive Director for Principal Effectiveness and School Transformation. She also partners with New Leaders, a national school leadership organization, where she develops and strengthens the capacity of emerging and practicing school administrators to lead with greater effectiveness and impact. She is a recent graduate of the AASA National Superintendent’s Academy and is committed to prioritizing students in every decision, aligning systems, resources, and instruction to ensure access and measurable achievement for all learners.
As the former principal of one of the most challenging schools in New York, serving a community with a 95% poverty rate, a 64% African American student population, 30% chronic absenteeism, 26% students with special needs, 8% proficiency in ELA, 11% proficiency in math, and 64% Level 2 infractions, Dr. Hinds led with passion and integrity. While many would have viewed these conditions as barriers, she embraced them as an opportunity for transformational leadership. She established a clear pathway to prepare students academically, socially, and emotionally for college and beyond. Through strategic systems, she moved the school from a Comprehensive School in Need of Improvement (CSI) to a school in good standing, increasing ELA and math performance and reshaping the school climate into a supportive and achievement oriented learning community.
Dr. Hinds’ experience spans instruction, school improvement, student support services, and postsecondary readiness. As a former district executive director of school renewal, she has led large-scale improvement efforts that increased graduation rates, reduced chronic absenteeism, and expanded college and career pathways. She has supported school leaders in implementing rigorous instruction, strengthening data practices, building multi-tiered systems of support, and designing social emotional structures that improve both school culture and academic outcomes. In addition, Dr. Hinds brings strong strategic and operational expertise. She has supervised administrators, coordinated cross functional district teams, and aligned central office departments to shared priorities. Her work has included collaborating across academics, operations, human resources, finance, and community partners to create clarity, coherence, and effective implementation of district initiatives. By establishing solid communication and progress monitoring systems, she has helped schools move initiatives from planning to sustained execution.
In addition to direct coaching and professional development facilitation, Dr. Hinds brings significant experience designing leadership development programs at scale. Most recently, she curated a three year leadership development program for the Department of War, formerly known as the Department of Defense, in partnership with New Leaders. This work required the design of a coherent, multi year learning arc for leaders across varied experience levels. Dr. Hinds developed professional learning sessions, facilitator guides, job aids, leadership tools, reflection protocols, and implementation resources focused on all five leadership domains aligned to the Department of War Leadership Development Framework.
Dr. Rochelle Hinds brings a wealth of experience in educational leadership. Her drive for success, coupled with her deep commitment to the education field, positions her to continue the work of advancing meaningful improvements in education that strengthen leadership, elevate instructional practice, and improve outcomes for students in Fulton County.
