Board Bulletin for 6/21/2024
The Fulton County Board of Education (FCBOE) met on Thursday, June 20, 2024, for its regularly scheduled Board meeting at the South Learning Center. The full agenda is available online. Superintendent’s Report
Dr. Mike Looney began the Superintendent’s Report by thanking the staff at The Promise Career Institute (PCI) for organizing a site visit for employees to tour the new school, which opens in the fall. He also thanked the employees who are working throughout the summer as part of the Summer Learning program, saying the program has a record number of students this year.
Additional Targeted Support and Improvement Schools (ATSI) Update
Chief Academic Officer Brannon Gaskins and Executive Director for Services for Exceptional Children Dr. Tris Gilland presented an update on schools designated as Additional Targeted Support and Improvement Schools, also known as ATSI. Schools designated as ATSI schools serve student groups that perform at or below the lowest 5% of Title I schools in the state.
According to Mr. Gaskins, the process for a school being identified as an ATSI school involves multiple steps that filter schools through different stages. Schools must qualify in all stages to be identified as ATSI. For elementary and middle school, the stages are content mastery, progress of closing the gaps, and readiness. For high school, an additional stage, graduation rate, is added. The ATSI list is run every three years. Schools can exit at the end of three years if they no longer meet the entrance criteria and show growth in the subgroup performance.
Dr. Gilland then shared that Fulton County Schools (FCS) currently has three schools identified as ATSI schools. These schools are Banneker High School, Brookview Elementary School, and Seaborn Lee Elementary School. Banneker High School is the only school in this group that houses program classes which provide services for students with intellectual disabilities and autism. Housing program classes adds significantly to the total number of students with disabilities in a school.
After detailing the comprehensive work that has already been done this year, Dr. Gilland then identified the district’s upcoming plan to support designated ATSI schools. Part of this process is the completion of the District Plan of Support (DPOS) which will include professional learning focused on specially designed instruction for students with disabilities across content areas. The district will also conduct professional learning activities to assist these schools and continue to partner with school-based teams and Zone Superintendents. Policy Update
Policy GAE Employee Complaints was revised and will go into effect in August 2024. High-level changes include streamlining the process, clarifying reporting expectations, and mandating supervisors to immediately report anything that violates policies to the Office of Internal Affairs.
